Chandigarh (Gurpreet) A 1990-batch IAS officer, Mr Anirudh Tewari, on Thursday joined as Punjab Chief Secretary. He took the charge as the new state Chief Secretary replacing Ms Vini Mahajan, who has now been posted as Special Chief Secretary.
According to the orders issued by the state government he would also be the Principal Secretary Personnel and Vigilance besides Financial Commissioner Development, Principal Secretary, Food Processing and in addition Principal Secretary, Horticulture and in addition Principal Secretary, Governance Reforms & Public Grievances.
Mr Tewari has served in various capacities in the State as well as in the Central Government. Currently, he was serving as the Additional Chief Secretary (ACS), Agriculture & Farmers Welfare and Governance Reforms in Government of Punjab. Earlier, he had also served as ACS, Power, New & Renewable Energy Sources, and Principal Secretary Finance, Planning, Industries & Commerce, Power and CEO, Punjab Bureau of Investment Promotion (INVEST PUNJAB).
Mr Tewari had also worked as Director in the Department of Economic Affairs, Govt. of India and the Country Coordinator for International Fund for Agricultural Development (IFAD) (An agency of the United Nations). He had completed his graduation in Electronics & Electrical Communications Engineering and post-graduation in Economics from Punjab University. He had also received his Master’s in International Development Policy from Duke University, Durham, USA.
Mr Tewari had also served as Deputy Commissioner, Sangrur and Secretary, Punjab State Electricity Board besides ADC Ferozepur, SDM Abohar and Sangrur.
He stepped into his new role on the back of an impressive track record. While interacting with senior state officers after taking over, Mr Tewari said he would deliver as a team to achieve all tasks in different fields and strive hard to fulfil the state mission for holistic development.
In an informal meeting Punjab IAS Officers Association has welcomed the new Chief Secretary besides other civil and police officers. While complementing the association he handed over the baton of Punjab IAS Officers Association to Mr A. Venu Prasad ACS Taxation and chairman PSPCL as the new president of this association.
1990 बैच के आई.ए.एस. अधिकारी श्री अनिरुद्ध तिवारी ने आज पंजाब के मुख्य सचिव के तौर पर पद संभाला। उन्होंने श्रीमती विनी महाजन की जगह नये मुख्य सचिव के तौर पर कार्यभार संभाला है जिनको अब विशेष मुख्य सचिव के तौर पर तैनात किया गया है।
राज्य सरकार की तरफ से जारी किये आदेशों के अनुसार वह पर्सोनल और विजीलेंस के प्रमुख सचिव के अलावा विकास के वित्त कमिश्नर और फूड प्रोसेसिंग, बाग़बानी, प्रशासनिक सुधार और लोक शिकायत विभाग के प्रमुख सचिव भी होंगे।
श्री तिवारी ने राज्य के साथ-साथ केंद्र सरकार में भी विभिन्न पदों पर सेवाएं निभाई हैं। मौजूदा समय में वह पंजाब सरकार में कृषि और किसान कल्याण और प्रशासनिक सुधारों के अतिरिक्त मुख्य सचिव (एसीएस) के तौर पर सेवा निभा रहे थे। इससे पहले, उन्होंने बिजली, नवीन और नवीकरणीय ऊर्जा स्रोतों के अतिरिक्त मुख्य सचिव और बिजली, वित्त, योजना, उद्योग एवं वाणिज्य के प्रमुख सचिव और पंजाब ब्यूरो ऑफ इन्वेस्टमेंट प्रमोशन (इन्वेस्ट पंजाब) के सीईओ के तौर पर भी शानदार सेवा निभाई है।श्री तिवारी भारत सरकार के आर्थिक मामलों के विभाग में बतौर डायरैक्टर और इंटरनेशनल फंड फॉर एग्रीकल्चरल डिवेल्पमेंट (आईएफएडी) (संयुक्त राष्ट्र की एक एजेंसी) के लिए कंट्री कोऑर्डीनेटर के तौर पर भी सेवा निभा चुके हैं। उन्होंने ईलेक्ट्रोनिक्स और इलेक्ट्रिकल कम्यूनीकेशन्ज़ इंजीनियरिंग में ग्रैजूएशन और पंजाब यूनिवर्सिटी से अर्थ शास्त्र में पोस्ट ग्रैजूएशन की। उन्होंने ड्यूक यूनिवर्सिटी, डरहम, यू.एस.ए. से इंटरनेशनल डिवेल्पमेंट पॉलिसी में भी मास्टर डिग्री हासिल की है।
श्री तिवारी संगरूर के डिप्टी कमिश्नर और पंजाब राज्य बिजली बोर्ड के सचिव के अलावा फ़िरोज़पुर के एडीसी सहित अबोहर और संगरूर के एसडीएम के तौर पर भी शानदार सेवाएं निभा चुके हैं।
उनका ट्रैक रिकार्ड काफ़ी प्रभावशाली रहा है जिसके चलते उनको सरकार ने नयी ज़िम्मेदारी सौंपी है।
पद संभालने के उपरांत राज्य के सीनियर अधिकारियों के साथ बातचीत करते हुए श्री तिवारी ने कहा कि वह विभिन्न क्षेत्रों में सभी कार्यों को पूरा करने के लिए एक टीम के तौर पर काम करते रहेंगे और राज्य के सर्वपक्षीय विकास के लिए कड़ी मेहनत करेंगे।
एक अनौपचारिक मीटिंग में पंजाब आईएएस ऑफिसर्ज ऐसोसिएशन के साथ-साथ दूसरे सिविल और पुलिस अधिकारियों ने भी नये मुख्य सचिव का पद संभालने पर उनका स्वागत किया। उन्होंने अपनी जगह अतिरिक्त मुख्य सचिव कर और चेयरमैन पीएसपीसीएल श्री ए. वेनू प्रसाद को पंजाब आईएएस ऑफिसर्ज ऐसोसिएशन के प्रधान की ज़िम्मेदारी भी सौंपने का ऐलान किया।
