Now driving test of auto rickshaw drivers can be conducted on three wheelers.

Chandigarh, (Gurpreet) Giving a big relief to 3 wheeler auto rickshaw drivers, Punjab Transport Minister Razia Sultana, on Tuesday announced that now 3 wheeler auto drivers can give the driving test for getting Driving License by using a 3 wheeler auto rickshaw. Earlier, three-wheeler drivers were tested on four-wheelers.
She also directed to all the Enforcement Authorities that if any three-wheeler driver has Driving License of LMV (Light Motor Vehicle), he/she should not be harassed, because as per provisions of the Motor Vehicle Act 1988, the 3 wheeler auto rickshaw has been categorized into Light Motor Vehicle.
Divulging the details, State Transport Commissioner Dr. Amarpal Singh said that instructions has been issued to the Licensing Authorities & Automated Driving Test Tracks of the Punjab to allow 3 wheeler auto drivers to give the driving test by using a 3 Wheeler auto rickshaw while seeking the required Driving License or its renewal.
"In addition to above all the Enforcement Authorities have been directed to ensure that no three-wheeler auto driver is harassed, If they produce Driving License of LMV (Light Motor Vehicle ). As per provisions of the Motor Vehicle Act 1988, the 3 wheeler Auto Rickshaw has been categorized into Light Motor Vehicle as the gross weight of the vehicle does not exceed to 7500 Kg. With these instructions, more than 1 lakh Auto Rickshaw drivers will be benefited" he added.
State Transport Commissioner has also been issued instructions to the enforcement agencies that a person producing a digital Driving License/Registration Certificate of vehicle and other documents in digital format on mParivahan Application of MoRTH Govt. of India and DigiLocker app of Govt. Of India, he/she is not required to produce the printed document, accordingly, all the enforcement staff should be sensitized.
Dr. Amarpal further informed that in case a complaint shall be brought to them of enforcement staff not accepting documents in digital format, a strict action would be taken against such staff. This will dramatically reduce the scope of challaning without documents and then face unnecessary hassle.
ਹੁਣ ਤਿੰਨ ਪਹੀਆ ਵਾਹਨਾਂ `ਤੇ ਲਿਆ ਜਾਵੇਗਾ ਆਟੋ ਰਿਕਸ਼ਾ ਚਾਲਕਾਂ ਦਾ ਡਰਾਈਵਿੰਗ ਟੈਸਟ - ਲਾਈਟ ਮੋਟਰ ਵਹੀਕਲ ਲਾਇਸੈਂਸ ਧਾਰਕ ਡਰਾਈਵਰਾਂ ਨੂੰ ਤੰਗ-ਪ੍ਰੇਸ਼ਾਨ ਨਾ ਕਰਨ ਦੇ ਆਦੇਸ਼ - ਡਿਜੀਟਲ ਲਾਇਸੈਂਸ / ਆਰ.ਸੀ ਅਤੇ ਵਾਹਨ ਸਬੰਧੀ ਹੋਰ ਦਸਤਾਵੇਜ਼ ਡਿਜੀਟਲ ਫਾਰਮੈਟ ਵਿੱਚ ਮੰਨੇ ਜਾਣਗੇ ਯੋਗ : ਸਟੇਟ ਟਰਾਂਸਪੋਰਟ ਕਮਿਸ਼ਨਰ ਪੰਜਾਬ ਦੇ ਟਰਾਂਸਪੋਰਟ ਮੰਤਰੀ ਰਜ਼ੀਆ ਸੁਲਤਾਨਾ ਨੇ ਤਿੰਨ ਪਹੀਆ ਵਾਹਨ ਆਟੋ ਰਿਕਸ਼ਾ ਚਾਲਕਾਂ ਨੂੰ ਵੱਡੀ ਰਾਹਤ ਦਿੰਦਿਆਂ ਮੰਗਲਵਾਰ ਨੂੰ ਐਲਾਨ ਕੀਤਾ ਕਿ ਤਿੰਨ ਪਹੀਆ ਵਾਹਨ ਚਾਲਕ ਹੁਣ ਡਰਾਈਵਿੰਗ ਲਾਇਸੈਂਸ ਲੈਣ ਲਈ ਡਰਾਈਵਿੰਗ ਟੈਸਟ ਦੇਣ ਲਈ ਤਿੰਨ ਪਹੀਆ ਆਟੋ ਰਿਕਸ਼ਾ ਦੀ ਵਰਤੋਂ ਕਰ ਸਕਦੇ ਹਨ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਥ੍ਰੀ-ਵ੍ਹੀਲਰ ਚਾਲਕਾਂ ਦਾ ਚਾਰ-ਪਹੀਆ ਵਾਹਨਾਂ `ਤੇ ਟੈਸਟ ਲਿਆ ਜਾਂਦਾ ਸੀ। ਉਹਨਾਂ ਸਾਰੀਆਂ ਇਨਫੋਰਸਮੈਂਟ ਅਥਾਰਟੀਆਂ ਨੂੰ ਇਹ ਵੀ ਹਦਾਇਤ ਕੀਤੀ ਕਿ ਜੇ ਕਿਸੇ ਥ੍ਰੀ-ਵ੍ਹੀਲਰ ਚਾਲਕ ਕੋਲ ਐੱਲ.ਐਮ.ਵੀ. (ਲਾਈਟ ਮੋਟਰ ਵਹੀਕਲ) ਡਰਾਈਵਿੰਗ ਲਾਇਸੈਂਸ ਹੈ ਤਾਂ ਉਸਨੂੰ ਤੰਗ-ਪ੍ਰੇਸ਼ਾਨ ਨਹੀਂ ਕੀਤਾ ਜਾਣਾ ਚਾਹੀਦਾ ਕਿਉਂਕਿ ਮੋਟਰ ਵਹੀਕਲ ਐਕਟ 1988 ਦੀਆਂ ਧਾਰਾਵਾਂ ਅਨੁਸਾਰ 3 ਪਹੀਆ ਵਾਹਨ ਆਟੋ ਰਿਕਸ਼ਾ ਨੂੰ ਲਾਈਟ ਮੋਟਰ ਵਾਹਨ ਵਿੱਚ ਸ਼੍ਰੇਣੀਬੱਧ ਕੀਤਾ ਗਿਆ ਹੈ। ਸਟੇਟ ਟ੍ਰਾਂਸਪੋਰਟ ਕਮਿਸ਼ਨਰ ਡਾ. ਅਮਰਪਾਲ ਸਿੰਘ ਨੇ ਦੱਸਿਆ ਕਿ ਪੰਜਾਬ ਦੀਆਂ ਲਾਇਸੰਸਿੰਗ ਅਥਾਰਟੀਜ਼ ਅਤੇ ਆਟੋਮੈਟਿਕ ਡਰਾਈਵਿੰਗ ਟੈਸਟ ਟਰੈਕਾਂ ਨੂੰ ਹਦਾਇਤਾਂ ਜਾਰੀ ਕੀਤੀਆਂ ਗਈਆਂ ਹਨ ਕਿ ਥ੍ਰੀ-ਵ੍ਹੀਲਰ ਚਾਲਕਾਂ ਨੂੰ ਲੋੜੀਂਦਾ ਡ੍ਰਾਇਵਿੰਗ ਲਾਇਸੈਂਸ ਬਨਵਾਉਣ ਜਾਂ ਰੀਨਿਊ ਕਰਵਾਉਣ ਲਈ ਡਰਾਈਵਿੰਗ ਟੈਸਟ ਦੇਣ ਲਈ ਤਿੰਨ ਪਹੀਆ ਵਾਹਨ ਦੀ ਵਰਤੋਂ ਕਰਨ ਦੀ ਆਗਿਆ ਦਿੱਤੀ ਜਾਵੇ। ਹਨਾਂ ਦੱਸਿਆ ਕਿ ਸਾਰੀਆਂ ਇਨਫੋਰਸਮੈਂਟ ਅਥਾਰਟੀਆਂ ਨੂੰ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਗਏ ਹਨ ਕਿ ਇਹ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾਵੇ ਕਿ ਐਲਐਮਵੀ (ਲਾਈਟ ਮੋਟਰ ਵਹੀਕਲ) ਡਰਾਈਵਿੰਗ ਲਾਇਸੈਂਸ ਧਾਰਕ ਕਿਸੇ ਵੀ ਥ੍ਰੀ-ਵ੍ਹੀਲਰ ਵਾਹਨ ਚਾਲਕ ਨੂੰ ਪ੍ਰੇਸ਼ਾਨ ਨਾ ਕੀਤਾ ਜਾਵੇ। ਮੋਟਰ ਵਹੀਕਲ ਐਕਟ 1988 ਦੀਆਂ ਧਾਰਾਵਾਂ ਤਹਿਤ ਆਟੋ ਰਿਕਸ਼ਾ ਨੂੰ ਲਾਈਟ ਮੋਟਰ ਵਹੀਕਲ ਵਿੱਚ ਸ਼੍ਰੇਣੀਬੱਧ ਕੀਤਾ ਗਿਆ ਹੈ ਕਿਉਂਕਿ ਵਾਹਨ ਦਾ ਕੁੱਲ ਵਜ਼ਨ 7500 ਕਿੱਲੋ ਤੋਂ ਵੱਧ ਨਹੀਂ ਬਣਦਾ। ਇਨ੍ਹਾਂ ਨਿਰਦੇਸ਼ਾਂ ਨਾਲ 1 ਲੱਖ ਤੋਂ ਵੱਧ ਆਟੋ ਰਿਕਸ਼ਾ ਚਾਲਕਾਂ ਨੂੰ ਲਾਭ ਹੋਵੇਗਾ। ਰਾਜ ਟਰਾਂਸਪੋਰਟ ਕਮਿਸ਼ਨਰ ਵਲੋਂ ਇਨਫੋਰਸਮੈਂਟ ਏਜੰਸੀਆਂ ਨੂੰ ਇਹ ਵੀ ਹਦਾਇਤ ਕੀਤੀ ਗਈ ਹੈ ਕਿ ਜੇ ਕੋਈ ਵਿਅਕਤੀ ਭਾਰਤ ਸਰਕਾਰ ਦੀ ਐਮਪਰਿਵਾਹਨ ਐਪਲੀਕੇਸ਼ਨ ਜਾਂ ਭਾਰਤ ਸਰਕਾਰ ਦੀ ਡਿਜੀਲੋਕਰ ਐਪ ‘ਤੇ ਡਿਜੀਟਲ ਫਾਰਮੈਟ ਵਿੱਚ ਡਿਜੀਟਲ ਡਰਾਈਵਿੰਗ ਲਾਇਸੈਂਸ / ਵਾਹਨ ਦਾ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਸਰਟੀਫੀਕੇਟ ਅਤੇ ਹੋਰ ਦਸਤਾਵੇਜ਼ ਪੇਸ਼ ਕਰਦਾ ਹੈ ਤਾਂ ਉਸਨੂੰ ਪ੍ਰਿੰਟਿਡ ਦਸਤਾਵੇਜ਼ ਪੇਸ਼ ਕਰਨ ਦੀ ਜ਼ਰੂਰਤ ਨਹੀਂ ਹੈ। ਇਸ ਅਨੁਸਾਰ ਸਾਰੇ ਇਨਫੋਰਸਮੈਂਟ ਸਟਾਫ ਨੂੰ ਜਾਗਰੂਕ ਕੀਤਾ ਜਾ ਚੁੱਕਾ ਹੈ। ਡਾ. ਅਮਰਪਾਲ ਨੇ ਅੱਗੇ ਦੱਸਿਆ ਕਿ ਜੇ ਇਨਫੋਰਸਮੈਂਟ ਸਟਾਫ ਵਲੋਂ ਡਿਜੀਟਲ ਫਾਰਮੈਟ ਵਿਚ ਦਸਤਾਵੇਜ਼ ਪ੍ਰਵਾਨ ਨਾ ਕਰਨ ਦੀ ਸਿ਼ਕਾਇਤ ਉਨ੍ਹਾਂ ਤੱਕ ਪਹੁੰਚਦੀ ਹੈ ਤਾਂ ਅਜਿਹਾ ਕਰਨ ਵਾਲੇ ਸਟਾਫ ਖਿਲਾਫ ਸਖਤ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾਵੇਗੀ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਡਿਜੀਟਲ ਦਸਤਾਵੇਜ਼ ਹੋਣ ਨਾਲ ਚਲਾਨ ਕੱਟੇ ਜਾਣ ਦੀ ਗੁੰਜਾਇਸ਼ ਵਿੱਚ ਅਸਰਦਾਰ ਢੰਗ ਨਾਲ ਕਮੀ ਆਵੇਗੀ ਅਤੇ ਲੋਕਾਂ ਨੂੰ ਬੇਲੋੜੀ ਪਰੇਸ਼ਾਨੀ ਦਾ ਸਾਹਮਣਾ ਨਹੀਂ ਕਰਨਾ ਪਵੇਗਾ।
