Demand Notice seeking registration of FIR against the organizers of the huge crowd including MLAs
Chandigarh (Gurpreet) A demand notice has been sent to the Chief Secretary of Haryana to register case against two MLAs. In his notice advocate H C Aroara has stated that perusal of news reports shows that about 7000-8000 people had gathered at the protest site in Jind, comprising mostly the former Physical Training Instructors (PTIs), who were protesting against their dismissal from service although it was in consequence of judgment rendered by the Hon’ble Supreme Court about 3 months ago.
Report further indicates that the organizers of the crowd did not take any permission from the District Administration. The participants in the protest included two Independent Members of the Haryana Legislative Assembly Sh. Balraj Kundu of Mehram, Sombir Sangwan of Dadri. It hardly needs be brought to your notice that such huge protests cannot be allowed at the present juncture when the entire country including the State of Haryana is in the serious grip of corona crisis. There being no medicine available at present for treatment of corona virus, the only preventive steps are that huge gathering should not be permitted and the social distancing should be maintained and every person going out of his home to any public place must wear a face mask. However, all these precautions were thrown to winds by the aforesaid gathering.
It is a matter of disbelief that while the State of Punjab has , vide order dated 13.7.2020, imposed complete ban on political/social gatherings till 31st July, 2020, the State of Haryana is totally oblivious of its duty to consider taking such measures to prevent the outbreak of corona virus.
I would therefore, call upon the addressee No.1 to take a conscious decision for imposing a ban on political gatherings and protests of all types till the corona virus is over. Gathering of more than 5 persons at any place must be banned. I also call upon you to register an FIR against two MLAs who had organized and participated in the aforesaid protest at Jind on 18.7.2020, otherwise a message will go to the masses that stringent measures like issuing challans and prosecuting the protesters are only meant for weak and meek, whereas strong and I nfluencial persons cannot be touched by the administration/police. Such an attitude on the part of administration/police would also give a death blow to the State’s fight against corona virus.
