PUNJAB CM INAUGURATES 100-BED MAKESHIFT COVID HOSPITAL AT TALWANDI SABO IN DISTRICT BATHINDA Chandigarh, (Gurpreet) : Punjab Chief Minister Captain Amarinder Singh on Tuesday virtually inaugurated a 100-bed makeshift Covid hospital at Talwandi Sabo in district Bathinda, scaling up the state’s preparedness for a third wave of the pandemic. Thanking the HPCL-Mittal Energy Ltd (HMEL) team for supporting the state government in the development of the hospital to tackle future waves of the pandemic, the Chief Minister described it as yet another example of Punjabis rising to every challenge, including during war time. No war since Independence had led to such loss of lives as the pandemic, he pointed out, adding that “we have fought together but the war is still on and we have to be prepared for the third wave.” The Chief Minister recalled that at the time of his first election from Talwandi Sabo, the region was deserted, with minimal facilities, and pointed to the progress made since then. The fact that the facility had come up in such a short time was a remarkable achievement, he said, thanking the technical team led by Dr N. Gopalakrishnan, Director of CBRI (Central Building Research Institute) for the feat, before handing over the facility to the Health Ministry to run and manage. The 100-bed makeshift hospital for Covid patients has been built at a cost of Rs 651.21 lakhs, with the help of HMEL Refinery, Bathinda, under the guidelines of CBRI, Roorkee. The Government of Punjab has provided Rs. 4,51,21,000/- for setting up of this hospital out of SDRF funds, and HMEL Refinery Phullo Khari has contributed Rs. 2.0 crore out of CSR funds. HMEL Refinery has also provided total 2.6 acre land for setting up the hospital. The land is sufficient for extension upto 200 beds in future as per requirement. Health Minister Balbir Singh appreciated the establishment of such a modern facility in record time. Finance Minister Manpreet Badal said the national emergency had turned out to be a classic case of moving mountains once we make up our minds, and lauded the role of young officers in tackling the situation. Chief Secretary Vini Mahajan said a similar facility would be available in Mohali soon. HMEL’s CEO, Prabh Das, thanked all the agencies involved in the development of the makeshift premises, which is well connected with nearby towns like Rama, Talwandi Sabo and Bathinda city, and will be helpful for the rural population of Bathinda and Talwandi Sabo Blocks. Work on the hospital had started at the end of May after getting necessary approvals from competent authorities. It has been completed within a month and a half with the collaboration of multiple departments and agencies. While CBRI Roorkee undertook the task of structural design and furniture procurement, the procurement of medical equipment has been handled by Vice Chancellor, Baba Farid University of Medical Sciences, Faridkot. HMEL Refinery had completed the work of external service i.e. water pipeline, drinking water pipeline, septic tanks, soakage pits, electrical supply cable, other electrical equipment & the oxygen pipeline upto hospital premises, amounting to Rs. 200.0 lakh. While 25 beds in the air-conditioned hospital are of L-3 level, 75 are L-2 facilities. Well-equipped to treat all type of Covid-19 patients, the hospital has X-ray machines, ECG and Pathlab facility, etc. 24X7 oxygen, electricity, water, sewage facility is being provided by HMEL. It can also be used for vaccination camps and other OPD Services for the local population. Once covid cases rises, more manpower will be deputed from SDRF funds as per requirement.

During the meeting, Shergill apprised the Defence Minister about the ground situation in Punjab on account of the floods. He told Singh that farmers have suffered huge losses because of crop damage. BJP Spokesperson further informed Singh that apart from the farms, rain fury had caused immense damage to the state infrastructure both in the rural and urban areas. During the meeting, Shergill discussed a wide range of issues concerning Punjab, especially the border villages of the state with the Defence Minister. He also invited the Defence Minister for the prestigious Munich Security Conference Alumni Meeting to be held in New Delhi.

Education department has set new standards in online education More than 25 lakh students are taking advantage of online education Chandigarh, (Gurpreet) : The Punjab School Education Department has not only ensured the safety of the students during the Corona-19 epidemic but has also set new standards for the continuation of the study of the students during this difficult period. The School Education Department under the guidance of Education Minister, Mr. Vijay Inder Singla, first time started the process of online admission and online education for the safety of students during the Corona disaster as it is still not possible to open schools in these circumstances keeping in view the social distancing. In this process, students from more than 19000 schools across Punjab are being imparted online education. Apart from pre-primary, online education is being imparted to more than 9 lakh primary school students and more than 14 lakh students from 6th to 12th standard. As a result, enrollment in government schools has increased by nearly 1.5 lakh this year. It is important to mention that the students of private schools are also taking benefit from the lectures being given on Doordarshan. Under the guidance of the Education Minister, Education Secretary Mr. Krishan Kumar not only initiated the process of online education by implementing this unique initiative at the grass root level but also achieved better results by taking the initiative in this field as compared to private schools. As a result, 1.5 lakh more students were enrolled in government schools in the state in the session 2020-2021 as compared to the session 2019-2020. At the same time the Department of Education also carried out the work of distribution of free books and uniforms. The work of the education department was not only limited to online education but government schools also set a new milestone by taking the first term (July) papers of 6th to 12th class students online. The Department of Education has taken 20 marks paper in each subject. The students have shown lot of interest in the online test and the teachers also assessed the students online by downloading various apps on their mobile phones. These initiatives of Department of Education, teachers and students have created new possibilities in the field of education.

REVENUE STAFF CALLS OFF STRIKE AFTER ASSURANCE OF BRAM SHANKER JIMPA Chandigarh, (Gurpreet) After the intervention and assurance by Punjab Revenue, Rehabilitation and Disaster Management Minister Mr. Bram Shanker Jimpa, the staff of Revenue Department, on Wednesday, called off strike and assured the minister to immediately return to work to provide hassle free services to public with full zeal and in transparent manner. During a meeting with Punjab Revenue Officers Association here at Punjab Bhawan, the Revenue Minister assured representatives of the association that all their demands will be considered sympathetically, while asking them to immediately join their offices in larger public interest. Mr. Bram Shanker Jimpa said that under the able guidance of Aam Aadmi Party Convener Mr. Arvind Kejriwal and Chief Minister S. Bhagwant Mann, the Punjab Government has been committed for the welfare of the employees and the demands of Punjab Revenue Officers Association will be taken up with the Chief Minister to resolve them. Additional Chief Secretary-cum-FCR Mr. Vijay Kumar Janjua and other officials were also present during the meeting.

Dhaliwal submits Bhagatupura land scam inquiry report to CM Chandigarh, (Gurpreet) Rural Development and Panchayat Minister Kuldeep Singh Dhaliwal on Thursday evening submitted the report of the investigation team into the Village Bhagatupura land scam in Amritsar to Chief Minister Bhagwant Mann. Divulging the details in this regard, Kuldeep Singh Dhaliwal said that the Panchayat Department had constituted a three-member investigation team on May 20. The investigation has been completed by this team whose report has been submitted to the CM Mann for further action. Kuldeep Singh Dhaliwal said that the land was sold to Alpha International City by the panchayat of Village Bhagtupura in Amritsar. After formation the AAP government, the matter of scam besides many others violations in this land sale had come to his knowledge. Following which, he ordered an inquiry and asked officials to look into the matter impartially by constituting a three-member committee comprising three senior officers of the department in view of the seriousness of the matter. The investigation team has meticulously probed the matter and prepared a report, which has now been handed over to the CM Mann, the Cabinet Minister said. Reiterating his government's firm commitment, Rural Development and Panchayat Minister said that the misuse or loot of public money will not be tolerated at any cost. He also said that strict action will be taken against those found guilty of scam or looting the government money. He squarely said that no one will be spared inspite of their high approach or alliance with any political party.

अस्पताल और घरेलू एकांतवास में कोविड मरीज़ों के लिए ‘कोविड फ़तह किट’ की शुरूआत चंडीगढ़ (अदिति) : कोविड के विरुद्ध राज्य की लड़ाई को और तेज़ करते हुए पंजाब के मुख्यमंत्री कैप्टन अमरिन्दर सिंह ने कोरोना फ़तह किट की शुरुआत की जिसके अंतर्गत राज्य सरकार घर या हस्पताल में एकांतवास हुए सभी मरीज़ों को तुरंत किटें बाँटने की शुरुआत करेगी। राज्य सरकार की तरफ से 50,000 किटों के आर्डर दिए गए जिनमें से 5000 किटें पहले ही प्राप्त हो गई हैं जबकि बाकी की सप्लाई एक हफ़्ते में होने की उम्मीद है। कोविड की स्थिति बारे जायज़ा लेने के लिए वर्चुअल मीटिंग के दौरान किट लाँच करते हुए मुख्यमंत्री ने डिप्टी कमीश्नरों को निर्देश दिए कि किटें बाँटने को प्राथमिकता दी जाए और अगले एक हफ़्ते में सभी 18000 सक्रिय मरीज़ों को किटें मिलने को यकीनी बनाया जाये। इस किट में 18 वस्तुएँ हैं जिनमें पल्स ऑक्सीमीटर, डिजिटल थर्मोमीटर, ज़रूरी दवाएँ और काढ़े के अलावा सम्बन्धित शिक्षा सामग्री और दवाओं के प्रयोग बारे हिदायतें शामिल हैं। मरीज़ों और देखभाल करने वालों को हिदायतें किटें मुहैया करवाई गई हैं जिसके साथ एक स्व-निगरानी चार्ट भी है। इस किट का मकसद एकांतवास में रह रहे सभी कोविड मरीज़ों के स्वास्थ्य सूचकों की निरंतर स्व-निगरानी को यकीनी बनाना है जिससे जीवन बचाने के लिए नाजुक मापदण्डों की जल्द पहचान की जा सके। स्वास्थ्य मंत्री बलबीर सिंह सिद्धू ने कहा कि इन किटों में इनको प्रयोग करने और स्वास्थ्य संबंधी सही निगरानी की अपेक्षित जानकारी मौजूद है। कोविड बारे राज्य की माहिर कमेटी के चेयरमैन डा. के.के. तलवार ने कहा कि 60 साल से अधिक उम्र वाले मरीज़ों का घरेलू एकांतवास चिंता का विषय है और यदि वह घरों में अपेक्षित देखभाल और निगारनी नहीं ले सकते तो उनको हस्पताल जाने के लिए प्रोत्साहित किया जाना चाहिए। स्वास्थ्य सचिव हुस्न लाल ने मीटिंग के दौरान बताया कि घरेलू एकांतवास में रह रहे मरीज़ों की निगरानी और भी सुचारू ढंग के साथ करने के लिए टैलिफ़ोन के द्वारा सलाह देने वाली (टेली-कंसलटिंग) एजेंसी की सेवाएं हासिल करने के लिए विभाग की तरफ से टैंडरों का न्योता दिया गया है। इस प्रक्रिया में शामिल होने की आखिरी तारीख़ 23 सितम्बर है और एक पेशेवार एजेंसी, जो घरेलू एकांतवास के मरीज़ों की निगरानी और 104 पर लोगों के सवाल की पैरवी करेगी, को इस महीने के अंत तक काम पर लगा दिया जायेगा।

आम आदमी पर आर्थिक दबाव डाले बिना बेहतर चिकित्सा सुविधाएं देने के प्रयास चंडीगढ़ (अदिति) - हरियाणा में स्वास्थ्य विभाग द्वारा आम आदमी पर आर्थिक दबाव डाले बिना बेहतर चिकित्सा सुविधाएं देने के प्रयास किए जा रहे हैं । यह बात इस तथ्य से भी स्पष्ट हो जाती है कि हरियाणा डेंगू मरीजों के लिए नि:शुल्क सिंगल डोनर प्लेटलेट्स की नई पहल करने वाला उत्तरी क्षेत्र का पहला राज्य है। इसके अलावा, राज्यभर की सरकारी प्रयोगशालाओं में डेंगू का परीक्षण मुफ्त किया जा रहा है। विभाग जहां एक ओर विभाग कोविड-19 पर नियंत्रण के लिए ऐड़ी-चोटी का जोर लगा रहा है वहीं दूसरी ओर यह डेंगू जैसी अन्य बीमारियों के प्रसार की निगरानी भी कर रहा है। स्वास्थ्य विभाग के अतिरिक्त मुख्य सचिव श्री राजीव अरोड़ा ने कहा कि राज्य में वर्ष 2017 से डेंगू के मामलों में कमी आई है और सितंबर, 2020 में अब तक डेंगू के केवल 33 पुष्ट मामले सामने आए हैं। मुख्य रूप से दो जिलों, गुरुग्राम (20) और भिवानी (10) से डेंगू के मामलों की रिपोर्ट मिली है। विस्तृत जानकारी देते हुए उन्होंने कहा कि डेंगू के कारण होने वाली मृत्यु को रोकने के उद्देश्य से नई पहल के तहत सरकारी अस्पतालों में डेंगू के रोगियों के लिए नि:शुल्क सिंगल डोनर प्लेटलेट्स (एसडीपी) का प्रावधान शुरू किया गया है, क्योंकि गंभीर थ्रोम्बोसाइटोपेनिया वाले कुछ डेंगू मरीजों को तुरंत एसडीपी की आवश्यकता होती है। गत वर्षों के दौरान सरकारी अस्पतालों में 8,500 रुपये प्रति यूनिट एसडीपी की वसूली की जा रही थी। हालांकि, उत्तरी क्षेत्र में हरियाणा डेंगू रोगियों के लिए मुफ्त सिंगल डोनर प्लेटलेट्स (एसडीपी) सुविधा शुरू करने वाला पहला राज्य है। वर्तमान में, जिला गुरुग्राम, पंचकूला, करनाल, रोहतक और सोनीपत में एसडीपी सुविधा (प्लेटलेट्स एफ़ेरेसिस मशीन) उपलब्ध है। इस संबंध में और अधिक जानकारी देते हुए उन्होंने बताया कि सरकारी प्रयोगशालाओं में डेंगू का परीक्षण मुफ्त किया जा रहा है। वर्तमान में राज्य में कुल 27 एसएसएच (डेंगू परीक्षण प्रयोगशालाएं) संचालित हैं। उन्होंने कहा कि इसके अलावा, जिला भिवानी और रोहतक में संदिग्ध डेंगू मामलों के लिए फ्लू कॉर्नर में डेंगू के नमूने लेना भी शुरू किया गया है, क्योंकि अधिकतर मामले इन्हीं जिलों से सामने आए हैं। यह कहते हुए कि विभाग ने श्रेष्ठ चिकित्सा सुविधाएं सुनिश्चित की हैं, उन्होंने कहा कि सभी एसएसएच में पर्याप्त परीक्षण किट (आईजीएम और एनएसआई) उपलब्ध हैं। इसके अतिरिक्त, डेंगू रोगियों के लिए समर्पित बैड्स की पहचान करने के अलावा सितंबर 2020 के पहले सप्ताह तक लगभग 1,158 परीक्षण किए गए हैं। इसी दौरान, सिविल अस्पतालों में वार्ड और बेड की मच्छर प्रूफिंग की जा रहा है। एंटोमोलॉजिकल निगरानी और वेक्टर नियंत्रण गतिविधियों को सुदृढ़ करने के लिए सुविधाओं का विस्तार करते हुए, जिला नूंह और यमुनानगर में दो एंटोमोलॉजिकल ज़ोन स्थापित किए गए हैं। जिला रोहतक और हिसार में दो और एंटोमोलॉजिकल जोन स्थापित किए जा रहे हैं। इन ज़ोन्स में एंटोमोलॉजिस्ट का एक पद और कीट कलेक्टर के दो पद उपलब्ध करवाए गए हैं। श्री अरोड़ा ने कहा कि ये कर्मचारी एंटोमोलॉजिकल अध्ययन करेंगे और यह अध्ययन उचित वेक्टर नियंत्रण उपायों को तय करने में मदद करेगा। उन्होंने कहा कि कोविड-19 गतिविधियों के साथ ही राज्य में वेक्टर जनित रोग (वीबीडी) नियंत्रण उपायों को जारी रखा गया है। कोविड-19 के कंटेनमेंट जोन में कोविड-19 गतिविधियों के साथ बुखार की निगरानी एवं उसके स्रोत को कम करने की गतिविधियों को समायोजित किया गया है। कंटेनमेंट जोन से बाहर सभी गतिविधियाँ नियमित रूप से की जा रही हैं। स्रोत को कम करने की गतिविधियों को सुदृढ़ करने के लिए लगभग 280 घरेलू प्रजनन चेकर्स (डीबीसी) तैनात किए गए हैं। इसके अलावा, साप्ताहिक एंटी-लार्वा गतिविधियां की जा रही हैं और जहां भी आवश्यक हो, वहां टेम्फोस लार्विसाइड लगाया जा रहा है। सभी चिन्हित उच्च जोखिम वाले गांवों में लगभग 4.86 लाख एलएलआईएन (कीटनाशक बेडनेट) का वितरण पूरा हो चुका है। कीटनाशक बेडनेट का उचित उपयोग सुनिश्चित करने के लिए सोने के स्थानीय समय पर मंदिरों एवं मस्जिदों से घोषणा करके स्थानीय लोगों को नेट का उपयोग करने के लिए प्रेरित किया जाता है। डेंगू या अन्य वेक्टर जनित रोग के किसी भी पुष्ट मामले की रिपोर्ट मिलने के बाद और वेक्टर घनत्व के आधार पर भी फॉगिंग की जा रही है। बेहतर जल प्रबंधन में अन्य विभागों को भी शामिल किया जा रहा है। संबंधित उपायुक्तों की अध्यक्षता में सभी जिलों में कम से कम एक अंतर-क्षेत्रीय बैठक बुलाई गई है। लोगों को जागरूक करने के लिए किए जा रहे अन्य प्रयासों के तहत विभिन्न आईईसी / बीसीसी गतिविधियों जैसे पर्चों का वितरण, होर्डिंग्स / बैनर / पोस्टर, समाचार पत्र विज्ञापन, बल्क एसएमएस आदि के माध्यम से भी प्रचार किया जा रहा है । श्री अरोड़ा ने लोगों से आग्रह किया कि वे मच्छरों के प्रजनन को रोकने के लिए प्रत्येक रविवार को ड्राइंग-डे के रूप में माना जाना चाहिए अर्थात पानी के कंटेनरों को खाली करें और अन्य संभावित मच्छर प्रजनन स्थलों जैसे कूलर, ओवरहेड टैंक, ड्रम, बर्तनों, कप, बोतलें, टायर, फ्रोजन ट्रे आदि को खाली करें । पूरी बाजू के कपड़े पहनें और मच्छरों को भगाने वाले साधनों का उपयोग करें। उन्होंने कहा कि रोग की घटनाओं की दैनिक आधार पर डेंगू और अन्य वेक्टर जनित रोगों की प्रवृत्ति पर कड़ी नजर रखी जा रही है। कोविड-19 महामारी के कारण बनी मौजूदा परिस्थिति के बावजूद राज्य में डेंगू की स्थिति पूरी तरह नियंत्रण में है।
